Kurdistan donates its budget for the poor people of Iraq
Kurdistan Region is suffering from financial scarcity caused stop paying salaries to employees , while officials have accused the federal government in Baghdad of being deliberate not to launch the region 's financial allocations in order to achieve political and economic gains .
Baghdad says that the matter is related to the adoption of the annual budget , which is the subject of disagreement .
Ali Hussein al-Faili told “Shafaq News ", that" The Kurds are willing to donate their share of the federal budget to the poor people in Baghdad on the condition that that Baghdad would recognizes the reason for the existence of millions of people living below poverty line ."
He added that the Kurds are ready to donate their right on a condition that that Baghdad provide compensation for the victims of Anfal genocide , forced displacement and the injustice that the Kurdish people had suffered from in the past decades as a result of policies of the previous governments. "
Al-Faili who is a former member in Kurdistan Parliament added that " the Kurds are ready to give their right for the people of Basra if Baghdad proved that Erbil’s share will solve their environmental and educational problems, but the people of Iraq is aware and we are reassured that if Baghdad government possessed all amounts of the budget , it will not be able to do anything , we just want prosperity and good for the Iraqis . "
He concluded by asking Baghdad to give Kurdistan , Iraq's budget for one year , then " everyone will see the change , reminding of what provinces of the Kurdistan Region have reached of prosperity , reconstruction and security by a quarter of the Iraqi budget .
Kurdistan Alliance said that it is likely the possibility of organizing protests in Kurdistan Region against the interests of Baghdad due to the delay in the disbursement of federal government for employees' salaries of Kurdistan .
Kurdistan government said in a statement recently that Baghdad’s’ policy is contrary to the Constitution , the law , all international conventions and the initial foundations of human rights.
It stressed that the budget cannot be used which is the employees' salaries as a pressure against Kurdistan Region .
The two sides are negotiating for months to reach an understanding about the Kurdish oil export via a new pipeline extending from the fields of Kurdistan to the Turkish port of Ceyhan on the Mediterranean.
The officials in the region said that after the last negotiations , Baghdad does not object to the export of the region 's oil , but stipulated the supervision of “SOMO” government company on the mechanism of export sales and revenues and deposit it in “DFE” American bank then Federal Ministry of Finance sends the share of the region to Erbil .
But the Kurdish party required to deposit the region's share of the proceeds to the Central Bank of Iraq branch in the region and that the Government of the region to be free to dispose its share of the revenue after the ratification of the general budget in the Parliament of the region .
