Maliki said in his weekly televised speech , followed up by “Shafaq News ", that "The Independent High Electoral Commission has complained of low turnout of citizens to take over the electronic card."

"I'm here to call citizens to receive the card to conduct the elections on schedule ," pointing to “ the presence of ( unnamed) parties that want to delay elections to reflect a negative image of the situation in the country.
